To achieve the above named objectives and policies, the council will use the following strategies:

1. To conduct PRA exercise at local communities using O & OD planning methodology in order to create awareness regarding popular participation in decision making, planning and implementation of development activities

2. To strengthen primary cooperative societies.

3. To strengthen NGOs and CSOs and integrate their activities in the development plan of the council.

4. To strengthen income generating groups for women and youths.

5. To establish a Trust Fund for farm inputs and implements for the district.

6. To prepare urban and village land use plans and follow up their uses.

7. To introduce local farmers’ service centers and practice mechanized farming

8. To develop small-scale irrigation system.

9. To advocate and support rainwater harvesting technology

10. To promote rural transport/traveling technology.

11. To promote primary Health Care education at levels with special emphasis on the effects of HIV/AIDS

12.To address good governance, gender and environmental issues during public meetings, through TV, notice boards etc, at all levels

13. To involve/encourage the private companies and other investors to establish economic and social services investment with in the district.
